During my most recent playthrough, I failed to form the Roman Empire as a Karling, but something supring happened along the way. I ousted the Pope from his lands and gave him a tribal holding near Denmark. To my surprise, the Pope switched to a tribal government and started raiding me and everyone else around him! After the stream, I decided to test if you could take control of the Pope once he became tribal—and sure enough, you can.
